Cycle Parking Regulations UK: BS EN 13749 & Planning Requirements

Cycle parking is no longer an afterthought in UK planning and transport policy. With Local Transport Note 1/20 (LTN 1/20) establishing new minimum standards for cycling infrastructure, this guide clarifies what the regulations require and how to specify compliant products.

LTN 1/20: The Cycling Design Standard

LTN 1/20, published by the Department for Transport in 2020, establishes two categories of cycle parking: short-stay (visible, accessible, near the destination, must allow locking the frame and wheel) and long-stay (secure, weather-protected, suitable for commuters).

BS EN 13749: The Product Standard

BS EN 13749 sets test methods for cycle stands including lateral load resistance, frame support, and durability. All cycle parking specified in public realm, commercial developments, and transport interchanges should reference BS EN 13749. Many planning authorities now require compliance as a condition of approval.

Materials & Durability

For outdoor public installations: hot-dip galvanised steel with powder coat (minimum 20-year lifespan), or stainless steel (316 grade) for coastal environments. Avoid chrome-plated stands — corrosion occurs within 3–5 years in UK climate.
