Under the Health and Safety at Work Act 1974, event organisers have a duty to ensure the safety of all attendees. A risk assessment identifying crowd management hazards is a legal requirement for any licensed public event.

Types of Crowd Control Barrier

1. Steel Interlocking Crowd Barriers

The standard event crowd barrier. Made from galvanised or powder-coated steel tube, they interlock end-to-end and can be angle-connected to form curves, pens, and funnels.

2. Front-of-Stage Barriers

Heavy-duty barriers must withstand sustained crowd pressure with load ratings of 25–40 kN/m². Standard interlocking barriers are NOT suitable as front-of-stage barriers at concerts. Do not substitute.

Calculating Quantities

  • Perimeter fencing: 1 barrier per 2m of perimeter
  • Queue management lanes (2m wide): 2 barriers per 4m of lane length
  • Crowd pens (200 person capacity): Approximately 30–40 barriers per pen
  • Always add 10–15% contingency

Deployment Best Practice

  • Minimum queue corridor width: 2.0m for normal flow, 3.0m for emergency egress
  • Never use barriers to create a funnel that narrows towards the entry point
  • All barrier layouts must be reviewed against the evacuation plan
  • No barrier configuration should create a dead end for crowd flow
  • Consult with the Safety Advisory Group (SAG) and local fire service
