The London HVM Threat Landscape
London is assessed by the National Counter Terrorism Security Office (NaCTSO) as a priority area for hostile vehicle mitigation. The threat of vehicle-as-a-weapon (VAW) attacks โ demonstrated by incidents on London Bridge (2017) and Westminster Bridge (2017) โ has driven significant investment in permanent and temporary HVM infrastructure across the capital. The Protect UK initiative, led by the Home Office and Counter Terrorism Policing, provides guidance on HVM measures for crowded places.
London's Crowded Places Project โ coordinated between Metropolitan Police Counter Terrorism Command (SO15), City of London Police and the 32 London Borough community safety teams โ has resulted in HVM installations at hundreds of locations, from Oxford Street to Borough Market, Canary Wharf to Notting Hill. We have supplied bollards and barriers to contractors working on NaCTSO-recommended schemes.
PAS 68 & IWA 14-1 Explained
PAS 68 was the original UK standard for vehicle security barriers, specifying test methods and performance requirements. It has been largely superseded by IWA 14-1 which provides a comparable international framework. Both standards specify performance in terms of vehicle weight (V), speed (S), penetration (P) and debris scatter (D). A commonly specified London rating: 7,500kg at 64km/h (40mph), achieving less than 1m penetration after impact. We supply bollards tested and certified to this performance level by MIRA and other accredited test houses.
Government & Public Sector Security Bollards
The Palace of Westminster, 10 Downing Street, the Ministry of Defence, Home Office, FCDO and the courts estate all require Government Security Classification-appropriate HVM measures. We supply bollards to facilities management contractors working on the Government Estate in central London.
London Crowded Places Security Bollards
Oxford Street โ Europe's busiest shopping street โ Camden Market, Covent Garden, Leicester Square, Soho and Borough Market are all designated Crowded Places where NaCTSO recommends HVM measures. We work with Business Improvement Districts and individual landowners to install effective yet discreet HVM bollards protecting public areas.
Transport Hub Security Bollards
London's major railway termini โ Waterloo, Victoria, Paddington, Liverpool Street, London Bridge, St Pancras, Euston and King's Cross โ and major Underground stations require HVM protection.
