Safety Barriers for the NHS & Healthcare

NHS England and NHS Wales publish Healthcare Technical Memoranda (HTMs) covering the design and management of NHS facilities. While there is no single HTM dedicated exclusively to external barriers and bollards, several are relevant to specification:

  • Height restriction barriers: Multi-storey NHS car parks require height restrictors at structural minimum height (typically 2.0–2.4m). Must accommodate accessible vehicles at minimum 2.1m clearance (BS 8300:2018).
  • Pedestrian guardrail: Essential for separating pedestrians from vehicle circulation within the car park. NHS car parks attract vulnerable users — elderly, disabled, and unwell patients — who may have reduced mobility and reaction time.
  • Parapet barriers: BS EN 1317-rated vehicle restraint systems on all elevated car park levels. N2 containment class as minimum.
  • Accessible bay protection: Accessible parking bays near entrances require protection from non-disabled parking. Bollards and signs are commonly used.

Pedestrian Safety and Vehicle Exclusion

On NHS sites, vehicle exclusion zones in front of main entrances, emergency departments, and patient drop-off areas are essential for:

  • Type: Fixed for permanent exclusion; removable for areas where ambulance/delivery access is occasionally required
  • Spacing: 1,000–1,200mm maximum between bollards; maintain 1,200mm minimum clear gap for wheelchair access (BS 8300)

Anti-Ram Protection for Pharmacies and A&E

NHS pharmacies, particularly those dispensing high-value medications, and Emergency Department entrances in urban areas may require Hostile Vehicle Mitigation (HVM) — physical protection against deliberate vehicle attack.

Infection Control: Stainless Steel Specification

In clinical environments, surface hygiene is a primary specification driver. Stainless steel (Grade 316 in high-moisture and cleaning chemical environments) is the preferred material for:

  • Handrail and guardrail systems in patient areas
  • Any barrier in areas subject to frequent chemical cleaning or steam cleaning

Grade 316 stainless steel resists the chlorine-based cleaning chemicals routinely used in NHS environments, where Grade 304 can suffer pitting corrosion over time. Specify a smooth (No.4 or 2B) finish — no rough or porous surfaces that could harbour micro-organisms.
