The Parking Management Challenge

Unauthorised parking causes significant problems for businesses, landowners, and communities across the UK — from customers unable to access your premises to safety hazards at emergency access points. Physical enforcement products are often more effective and lower cost than reactive enforcement, preventing the problem rather than penalising it after the fact.

Traffic Cones

Traffic cones are the most widely recognised and versatile temporary parking and traffic management product. Used to reserve spaces, block access, define temporary restrictions, and provide hazard warnings during works.

Chapter 8 Compliance

Traffic cones used on the public highway must comply with Chapter 8 of the Traffic Signs Manual. This specifies retroreflective sleeve requirements, minimum weights to resist wind displacement, and dimensions. Non-compliant cones on the public highway can result in fixed penalty notices to the contractor.

Parking Barrier Products

Parking Posts (No-Parking Posts)

Removable or lockable posts that prevent access to parking spaces or driveways. Types include: fold-down posts (fold flat to allow vehicle access; spring-loaded return), rotating posts (rotate through 90° to block/unblock), and fixed lockable posts (keyed lock, suitable for permanent restrictions with occasional permitted access).

Wheel Arch Locks (Wheel Clamps)

Clamping of vehicles is regulated under the Protection of Freedoms Act 2012, which effectively banned clamping on private land in England and Wales (Scotland has equivalent legislation). Wheel clamping on private land without landowner consent, or by companies not operating within the Approved Operator Scheme (AOS), is illegal. Only DVLA-authorised clampers can clamp on public roads.

Parking Bollards

Fixed or removable bollards for permanent space reservations and access control. Manual folding bollards and lockable removable bollards are the most common for private parking management. Specifications similar to standard bollards but typically lower height (400–600mm for space demarcation versus 900–1000mm for perimeter security).

No-Parking Signs

Signs indicating parking restrictions must comply with TSRGD 2016 if installed on the public highway. On private land, contractual signs must comply with the requirements set out by the British Parking Association (BPA) or International Parking Community (IPC) Codes of Practice to be enforceable under the Protection of Freedoms Act 2012 regime:

  • Clear, legible signage at every entry point to the car park
  • Signs must state the terms of parking, parking charges (if any), and enforcement action
  • ANPR or physical ticket evidence required for PCN issuance

Yellow Lines on Private Land

Yellow line road markings on private land are advisory — not enforceable under traffic law (which applies only to the public highway). On private land, enforcement is based on the contractual terms between the landowner and the driver. Clearly marked yellow lines can still deter unauthorised parking as most drivers do not distinguish between public highway and private land restrictions.

Disability Bay Enforcement

Disabled parking bays on private land should be clearly marked with the international wheelchair symbol and appropriate signage. Enforcement of private disabled bays follows the same contractual mechanism as other private parking. Councils can enforce disabled parking restrictions on the public highway.
