Loading Bay Safety: Barriers, Wheel Stops & Traffic Management
Loading bays are one of the highest-risk areas in any warehouse or distribution facility. The combination of reversing HGVs, active forklifts, and pedestrian activity creates multiple potential collision scenarios.
The Risk Profile
- Vehicles reversing onto workers (most common fatal incident)
- Falls from loading dock edges (2–4m drop in many facilities)
- Workers struck by forklift trucks during unloading
- HGVs driving away while still connected to dock leveller
Legal Requirements
- Workplace Regulations 1992: Traffic routes must be organised to avoid pedestrian/vehicle conflict
- PUWER 1998: Safe use and maintenance of dock levellers and powered equipment
- HSE INDG199: Workplace transport safety guidance
Wheel Stops & Chocks
Wheel stops prevent HGVs from moving during loading/unloading and position them accurately at the dock face. Options include portable rubber chocks (inexpensive but relies on operator compliance), fixed wheel stops (bolted to the dock apron), and automatic dock wheel restraints (highest safety standard — engage the vehicle ICC bar automatically on docking).
Dock Edge Protection
- Safety chains/barriers: Must close across the dock opening whenever a vehicle is not docked
- Dock edge markings: High-contrast yellow/black hatching at the dock edge (minimum 300mm wide)
- Safety netting: For dock edges above 2m
Forklift Traffic Management in Loading Areas
- Separate pedestrian access to the loading area — never share a route with reversing HGVs
- Clear one-way flow for forklifts within the dock area where possible
- Speed limits (5mph maximum in loading bay) enforced with speed bumps on approach
- Convex mirrors at all blind spots — see our convex mirrors
Loading Bay Safety Inspection Checklist
- ✅ Safety chains/barriers present at all dock openings
- ✅ Wheel stops or restraints in place for all active docks
- ✅ Dock levellers in good working order (test annually)
- ✅ Forklift/pedestrian separation maintained
- ✅ Adequate lighting (minimum 300 lux at dock level)
- ✅ Convex mirrors at all blind approach angles
